Why are we giving it away?

With over 150 car parks at the beach, Sumoto city only charges ¥1000 per car for a whole day?

The longer I spend in Japan, the more I think about how cities can use their resources more wisely. A “big mess” with the Furusato Nozei tax happened in Sumoto city and they need of money. Seriously, it’s a big problem right now that’s going to affect the whole population in the future.

This proposal isn’t going to solve every problem, but injecting some cash back into the public isn’t a bad idea, especially when you’re not using tax money.

大浜海岸には150台以上の駐車スペースがありますが、市営駐車場の料金は1日わずか1,000円です。これはあまりにも安すぎないでしょうか？

日本での生活が長くなるにつれ、自治体がいかに資源を賢く活用すべきかについて考えるようになりました。洲本市では以前、ふるさと納税に関する大きな問題がありました。現在、市は深刻な財政難に直面しており、これは将来的に市民全員に影響を及ぼす大きな課題です。

この提案ですべてが解決するわけではありません。しかし、税金に頼らずに公的な資金を生み出し、地域経済に還元することは、今まさに必要なことではないでしょうか。

なぜ貴重な財源を逃しているのか？

I spent about 10 days at Ohama Beach this year, and the thing that struck me was how cheap the parking is. ¥1000 for a day is just crazy.

I walked up and down the park checking where the cars came from. Based on my rough calculation:

• Only about 20% had Kobe number plates (and most of those probably aren’t even from Sumoto).
• 80% of the cars are coming from further away (Osaka, etc.).

Across the road, the hotel car park charges ¥5000 and it was kinda full every time I went for a swim! Why is the city leaving that money on the table?

私は10日間ほど大浜海岸で過ごしましたが、駐車料金の安さに驚きました。1日1,000円というのは、民間の感覚からすると考えられない設定です。

実際に駐車場を歩いてナンバープレートを観察したところ、私の大まかな計算では：

• 神戸ナンバーはわずか約20％（その多くも洲本市民ではないでしょう）。
• 残り80％の車は、大阪など遠方から来ている観光客でした。

道路を挟んだ向かい側のホテル駐車場は5,000円という料金設定でしたが、泳ぎに行くたびにほぼ満車状態でした。市は、本来得られるはずの収益をみすみす逃しているのではないでしょうか？

Meat and Potatoes

It’s simple. Instead of charging ¥1000 for the car park, you charge ¥5000.

• The Fee: ¥5000 for all-day summer parking at Ohama.
• The Kickback: Give the driver a ¥3000 food voucher that can be used at any restaurant in Sumoto City.
• The Eco Fee: The extra ¥1000 generated goes directly toward maintenance. We use it to provide big, high-capacity trash bins that stay open the entire time the beach is open.

仕組みはシンプルです。駐車料金を1,000円から5,000円に改定します。

• 駐車料金： 夏季の大浜海岸駐車場を1日5,000円に設定。
• キックバック： 利用者に洲本市内の飲食店で使える3,000円分の食事券を配布。
• エコ・フィー： 増額分のうち1,000円は維持管理費に充当。海水浴場の開設期間中、大容量のゴミ箱を設置・運用するための費用にします

Keeping it Fair for Locals

We don’t need to overcomplicate this, but we should look after our own. Out of those 150 spots:

• Resident Priority: Reserve about 20 spots specifically for locals.
• The Local Rate: These spots stay at ¥1000.
• Verification: All you need is a driver’s license with a Sumoto Address.

仕組みを複雑にする必要はありませんが、地元住民を大切にする仕組みは不可欠です。

• 住民優先枠： 150台のうち、約20台分を地元住民専用スペースとして確保。
• 住民料金： 住民専用枠は、現行通りの1,000円を維持。
• 確認方法： 洲本市の住所が記載された運転免許証を提示するだけでOK。

For the Win

1. Direct Stimulus: We aren’t just taking ¥5000. We are “pre-selling” ¥3000 worth of local food. It forces tourists to eat at our restaurants. 単に5,000円を徴収するのではなく、3,000円分の食事を「予約」してもらう形です。これにより、観光客が市内の飲食店を利用する流れを強制的に生み出します。
2. Zero Tax Dollars: We are not using tax money for this. We generate cash using visitor funds to stimulate our own economy. 市民の税金を使うのではなく、市外からの訪問者の資金を活用して地域経済を活性化させます。
3. Cleaner Beaches: By labeling the extra revenue as an Eco Fee, we ensure the beach stays pristine. Big bins mean less litter on the sand. 増額分を「エコ・フィー」と位置づけることで、海岸の美化を徹底します。ゴミ箱を充実させることで、砂浜へのポイ捨てを減らします。
